She holds a doctorate in Administration from the University of São Paulo (1984), with distinction and commendation, a master's degree in Administration from the Federal University of Rio Grande do Sul (1977) and a degree in Pedagogy from the same university (1973). She has carried out post-doctoral internships in France, the United States, Canada and Spain, with support from CAPES/COFECUB, CNPq and CISYT. She is currently a full professor at the Federal University of Bahia (UFBA) and coordinator of the Interdisciplinary Center for Development and Social Management (CIAGS). She is a CNPq researcher emeritus, a full member of the Bahia Academy of Sciences and an advisor to institutions such as the Banco do Brasil Foundation, SEBRAE and FIEB. She has coordinated projects such as PRÓ-ADMINISTRAÇÃO, PRO-CULTURA from CAPES, PRONEX and CT/INFRA. She was president of the National Association of Postgraduate Programs in Administration (ANPAD) and director of other entities such as ANPUR and ANPET. She has worked as a consultant for UNESCO, the World Bank and the IDB. Her research focuses on Administration, Education, Local Authorities, Social Management of Territorial Development, Organizations and Professional Education. She has received several awards, such as the Gold Medal for 50 years of Brazilian Postgraduate Studies (CAPES), the Researcher Emeritus Award (CNPq) and the Milton Santos Commendation.
